Hi friends. I’m writing to you about my friend and former colleague, Juley Fulcher, who needs our help. She is without adequate medical coverage and facing several serious health issues, detailed below. Because she’s been let go from her job, without our help her medical bills will overwhelm her savings and could lead to the loss of her housing and her beloved pets. Our community advocates for a world where what is happening to Juley doesn’t happen anymore. But we don’t have that world yet. While we wait and work toward that world, we need to support each other in the one we have, which is why I hope you’ll decide to give a few dollars to help Juley today. A $27 donation will pay for one day of Juley’s medication. A $37 donation will pay for one day of her health insurance. Every little bit helps. Thank you for your time, and your very hard work. Emily Peterson-Cassin Juley’s Former Public Citizen Colleague Background: Juley is the consummate advocate. She has done more than 30 years of non-profit work on behalf of victims of violence against women and children (she helped draft the Violence Against Women Act!!!), and she spent the last five years advocating for workers toiling in unnecessarily dangerous jobs in the halls of Congress. Juley’s former colleagues at Public Citizen know her as a brilliant, well-connected, and tenacious advocate who will stop at nothing to get things done. We also know she is a devoted and fearless leader of Public Citizen’s workplace union, who is committed to achieving a better workplace for her colleagues and who played a pivotal role in strategizing for and ultimately negotiating a collective bargaining agreement on behalf of Public Citizen employees (the updated CBA was finalized and approved by staff in April 2025). Juley has been suffering with a number of serious health issues for a while. She has a fractured spine with pain that prevents her from sitting up for more than an hour or standing for more than a few minutes. The surgery to repair it will be tricky and dangerous, and her doctors have asked her to hold out as long as possible due to the very real possibility that she may never walk again. So far she has held out for more than 3 years, working diligently from bed with a work accommodation. Her health is compromised in other ways as well, including severe arthritis that requires replacement of both knees. In consultation with her spine surgeon, her knee surgeon has tried to wait in line, since effective physical rehabilitation on her knees will be extremely difficult until her spinal mobility can be restored. But time has run out. Several weeks prior to being summarily let go from her job at Public Citizen, Juley suffered a serious fall from her shower stool that left her unable to extricate herself from her bathtub for nearly 45 minutes. The fall caused very serious new damage to one of her knees, meaning it can pop out of joint with the slightest movement (like minor changes to her position in bed or attempts to stand up) causing incredible pain until the knee can be popped back in. This can happen multiple times per day and the knee has stayed out of joint as long as 11 excruciating hours. She can no longer put off the spine and knee surgeries. Unfortunately, this means that she is without income at a time when it’s practically impossible for her to take on new employment. Just this week, Juley suffered another fall. She is in urgent need of funds to cover basic expenses and much needed medication. Since it takes 2-4 weeks for COBRA to provide her with continued health insurance, Juley is already rationing her medication and cancelling doctor’s appointments. Even when she has insurance again, she has no way to continue to pay the $1,100 monthly premiums or the cost of her medications, much less her mortgage and other health costs. Within a couple months, she will be forced to sell her condo. She has no family in the area and her complicated health needs keep her tethered to the DC metro area. After serving Public Citizen for five years, in June 2025, Juley was terminated by Public Citizen, who is aware of Juley’s medical conditions, with little notice and no severance. She’s been cut off from her livelihood and health insurance at a critical time of need. Because of her termination from Public Citizen Juley is now at risk of losing her home, her retirement savings, access to essential medical care — including the $800/month she pays for medication that even health insurance doesn’t cover — and the ability to care for her two precious fur-babies who have been with her through all the good and bad times. We ask that you please contribute to help Juley so that she can stay in her home and get the healthcare she needs. All contributions will go directly to Juley and will be used to pay for her housing costs, monthly COBRA health insurance fees, and additional medication costs not covered by health insurance, and other basic necessities like her food, utilities and travel to doctor appointments. Though she has a tough road ahead, she looks forward to the day that she will be able to advocate on behalf of others again full-time. Her extensive experience working in Washington DC has made her a resolute, “hopeless and hopeful” agent of change. She also misses teaching, something she spent more than 30 years doing. And she’s even thinking about helping other workplaces organize and negotiate good contracts. With her skills and education, the future is rife with possibilities. We need to help her get there in this time of need. Juley had been an advocate for others for all of her professional life – over 35 years.
